Enter the Temple of Talos through the stone door and make your way straight to the end of the room where you’ll find a wooden door. Enter through the wooden door and you should arrive at the Halls of the Dead.
You don’t need to talk to her to meet the requirement of the “Mourning Never Comes” quest. You can simply finish her off as soon as you spot her.
